If you're expecting to see any semblance to the original TV series, you'll be really disappointed. Sure it has the red and white Gran Torino, Starsky (Ben Stiller), Hutch (Owen Wilson), and Huggy Bear (Snoop Dogg), but in name only.

Starsky is a goofball good cop and Hutch is a scumbag wannabe, which is completely different from the original series.

If you look at the movie as a spoof of the Starsky and Hutch TV series and the 70's in particular, you'll enjoy it a lot more. It is a funny movie, though at times it gets a little carried away.
